This search engine strategy is definitely black hat. Get a free account at blogger.com post to it as normal and link you your chosen website.  Now do this a hundred times! Post to the blogs as expected and use these blogs to build back links to any site you choose.

Since Google owns blogger.com they are giving it special attention with spidering it and a blog link there is a good back link.
